Employer's Liability Tracing Office Chubb Commercial Insurance
What is ELTO? The Employers' Liability Tracing Office (ELTO) is a centralised database of UK Employers’ Liability (EL) policy details. Its
purpose is to help individuals who have suffered injury or disease in the workplace trace the relevant insurer, in order to
allow them to make a claim. ELTO is an independent industry body established by the insurance industry to meet the requirements
of the Financial Services Authority. Chubb Insurance Company of Europe SE and Chubb Managing Agent Ltd fully support this
initiative.

How can customers contact ELTO? Individuals who want to trace EL insurer details can do so by visiting http://www.elto.org.uk/.
What do Chubb require from Brokers? Brokers will need to provide specific policy information (on UK EL policies only) at inception and prior to each renewal to
enable us to update the ELTO database on a regular basis. The information requirements are split into two stages:
Stage 1 For policies incepting or renewing from 1st April 2011, the initial mandatory data required from brokers is:
- Policyholder name
- Policyholder address
- Cover start date (for the latest period of cover)
- Cover end date (for the latest period of cover).
This should be information that is already provided to us as part of our normal business transactions with you.
Stage 2 For policies incepting or renewing from 1st April 2012, in addition to the above mandatory information you will be required
to supply:
- The name and address of all subsidiary companies insured for EL under the same policy number
- The Employers' Reference Number(s) (ERN) of the policyholder and each subsidiary company insured for EL under the same policy,
unless exempt.
Although this stage 2 data is not required until the 2012 deadline, we encourage the supply of all data from 1st April 2011
to ensure full compliance by 2012
What is an ERN? The ERN is also commonly referred to as 'Employer PAYE Reference'. This refers to HMRC’s reference under which the employees'
income tax and NI contributions are recorded. Some insured companies or subsidiaries may have more than one ERN assigned to
them or be exempt from holding an ERN.
We will provide more information on Chubb’s requirements for providing the necessary Stage 2 data shortly.
